Envision 2030

10 big ideas for Dubuque's future.

Envision 2030 is a community-wide visioning process led by the Community Foundation of Greater Dubuque and the Dubuque Area Chamber of Commerce.

From March through October 2025, we engaged residents from all walks of life to brainstorm ideas that could become the next big projects to move Dubuque forward.

This grassroots effort is designed to collect ideas without constraints or predetermined themes. Through a collaborative filtering process, we narrowed thousands of community submissions to 100 ideas, then 30, and finally selected 10 transformative initiatives to implement by 2030.

The most crucial aspect of Envision 2030 is that it belongs to everyone. Your voice matters in creating a thriving, vibrant, and inclusive Dubuque.
